7.9.2.4.3. if you detect situations outside the tank that could endanger those inside the
tank, such as a vehicle idling nearby which could cause vapor problems or the vehicle
could become an ignition hazard;
7.9.2.4.4. if you see uncontrolled hazards such as exposed energized conductors or
leaking fluid lines; and/or ,
7.9.2.4.5. if you can no longer perform your duties as an attendant.
,44L WA R N I N G
During tank entry, authorized tank entrants must immediately evacuate a tank
during any onsite tank refueling operations. Failure to evacuate could result in
death or serious injury.
7.9.2.5. Assist with the authorized tank entrants' self-rescue from the tank as necessary.
7.9.2.6. Conduct emergency external-tank rescue if self-rescue fails using a retrieval
system consisting of a tripod, rescue harness and lifeline.
7.9.2.6.1. Do not enter a tank for rescue operations.
7.9.2.6.2. Summon local emergency rescue services as necessary and according to the
Site-Specific Safety Plan.
7.9.2.7. Cut and wet-out all necessary fiberglass outside the tank. Only the actual amount
of material needed for the job is allowed inside the tank. The only exception is when
completing the final wax coat. Quantities of up to one pint of wax coat may be brought into
a tank.
7.9.3. Authorized Tank Entrant's Responsibilities
7.9.3.1. While wearing an approved respirator, verify atmospheric tests previously
conducted from outside the tank. Look for pockets of product or foreign material inside the
tank. Appendix E identifies specific sampling locations you should check.
7.9.3.2. Continuously monitor the atmosphere while inside the tank. If at any time
atmospheric levels exceed the acceptable levels listed in Table 2, immediately evacuate
the tank and determine the cause(s) for the unacceptable condition. Re-enter the tank only
after atmospheric levels have returned to acceptable tank-entry levels condition.
AgAbL
WARN NG
Note: Small amounts of residual vapor inside a tank may be detected. If vapor
concentrations exceed 5 % LEL, immediately stop work and determine the reason.
Immediately exit the tank if vapor concentrations start to approach (10% LEL).
Failure to do so could result in death or serious injury.
31
