PHS/EHD has the following comments for your
consideration.
The monitoring report indicated that the extent of groundwater contamination has not yet been defined. PHS/EHD
indicated in correspondence dated July 7, 1994 that an off site access agreement with the Porter Station property
owner had been obtained and that an off site access agreement with the property owner to the south was pending
finalization of redevelopment plans. For your information construction on the property to the south has been initiated
so the redevelopment plans must have been finalized. Please proceed with obtaining an access agreement to install
the additional monitoring wells necessary to define the groundwater contamination plume.
The remediation work plan proposed to initiate periodic groundwater extraction at the time of quarterly monitoring.
PHS/EHD understands from Fugro that after groundwater samples are collected an additional 40 - 50 gallons of
groundwater will be removed. The extracted groundwater will be disposed of by Blaine Tech with the purge water.
Please note that this volume of groundwater represents approximately the same volume that is removed during
purging and may have a limited value. The work plan indicated that documentation will be provided in subsequent
quarterly reports.
If you have any questions please contact Mary Meays at(209)468-0337,as I have been assigned to provide oversight
for this site.
Donna Heran, REHS, Director
Environmental Health Division
4
Mary Meays, Senior REHS Diane M.
