PA-02-625 OF OLD GERMAN BAPTIST CHURCH (C/O VFW POST 1051) <br /> (FIFTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors accepts this report. <br /> BACKGROUND: <br /> On March 25, 2003,the Board of Supervisors denied the appeal of Janet Spkysma-Pilchard (C/O <br /> Ron Leachman) and upheld the Planning Commission's approval of Site Approval No. PA-02-625 <br /> to permit VFW Post 1051 to occupy an existing church building. As part of the approval of PA-02- <br /> 625 the Board of Supervisors added Condition of Approval 1.p. that stated that the Community <br /> Development Department would prepare reports for the Board of Supervisors at six (6)months <br /> and one year thereafter for three (3) successive years and present them to the Board of <br /> Supervisors at a publicly noticed hearing. A sic month report was presented to the Board of <br /> Supervisors on November 25, 2003. The Board of Supervisors determined that the facility could <br /> continue to operate with no special events permitted, and must complete paving and landscaping <br /> by January 31, 2004. The first yearly report was before the Board of Supervisors on March 9, <br /> 2004- The Board of Supervisors continued the item with the hearing open to July 13, 2004 to <br /> avoid hearing this item during budget hearings. On July 13, 2004,this item was continued with <br /> the hearing open to October 12, 2004. This board letter addresses the issues raised in letters <br /> that the Community Development Department received since the project's approval as well as <br /> issues relevant to the required annual report. Because seven months have elapsed since this <br /> report was originally scheduled to be heard by the Board of Supervisors, this letter serves to <br /> update the Board of Supervisors letters that were originally prepared for the annual report on <br /> March 9, 2004, and July 13, 2004. On September 27, 2004 the Community Development <br /> Department received a letter from H. Thomas Beck, attorney for Ms. Syksma-Pilchard. That letter <br /> has been forwarded to Code Enforcement. Because Mr- Beck's letter was received only a few <br /> days before this Board Letter was due, Code Enforcement has not had an opportunity to <br /> complete its review of Mr. Beck's complaint before this letter was prepared. <br />
