12392 West Ripon Road
Ripon, CA 95366
August 11, 2003
Leanne Mueller
San Joaquin County Community Development Department
1810 E. Hazelton Ave.
Stockton, CA 95202
Dear Ms. Mueller,
When the Board of Supervisors approved the application that allowed the VFW
Post 1051 to occupy the Old German Baptist property at 12355 West Ripon Road,
we residents were told by The Board of Supervisors and also the County Planning
Commission that the Veterans group would have to adhere to certain restrictions.
We were also told that you would do an evaluation of the situation after six months.
We would like to update you on the current situation.
The VFW promised in your chambers that they would be good neighbors and that
they would take care of the property and not bother neighbors with noise, late hours
and/or disrespect of the neighbors. I would like to go on record to say that they
have absolutely NOT kept those promises. Needless to say, all of the neighbors are
very unhappy.
First of all: The property has deteriorated since they have occupied it. Enclosed are
pictures of all the JUNK that has accumulated on the property. As you can see from
these pictures, there are old piles of desks, refrigerators, conveyor belts, an old
metal sink, etc. etc. There is an almond cart full of debris, there is a dumpster on
the property that is not enclosed, and the property is an eyesore. It would seem that
with the energy that the VFW put into trying to obtain this property, they would
expend some energy to clean up this mess. It looks like the members are using the
property as their personal dump.
Secondly: There were restrictions placed on the hours that the VFW could keep.
They have NOT followed these restrictions, and they have no respect for us as to our
bedtime schedule. On a regular basis we hear talking on the parking lot, honking
horns, etc. after 11:00 p.m. Do they even give any consideration to those of us who
want peace and quiet during the hours that we need for a good night's sleep? NO,
they don't!
Finally, they have ignored the easement at the back of the property that our family
has used for over 40 years. They put up barricades to prevent us from accessing the
back of our property. Vernetta Thompson, a widow lady who owns the property in
the back, has someone who takes care of her almonds. That farmer has been
prohibited from using the easement in order to care for the trees. It is my
understanding according to my lawyer that easements are to be respected if they
