1 SECTION 5 <br /> TANK REMOVAL AND INVESTIGATION.- <br /> FORMER <br /> NVESTIGATION:FORMER TANK SITE #2 <br />' This section discusses the tank removal activities at Former Tank <br /> Site #2 (1325 West Weber Avenue) and the results of the subsequent <br />' soil and ground water investigations conducted at the site. <br />' Tank Removal Activities <br /> Preliminary work included preparing an Underground Storage Tank <br />' Closure Plan and a site-specific Health and Safety Plan (see <br /> Appendix A), retaining a contractor, surveying the tank site, <br /> obtaining the necessary permits, and locating underground utilities. <br /> These activities were conducted as described previously in Section 3 <br /> regarding Former Tank Site #3. <br /> The former underground storage tank located at Site #2 is shown in <br /> Figure 5-1 The tank was uncovered and removed from the site on <br /> August 27, 1991 by Jim Dobbas, Inc. During the process, <br /> representatives from San Joaquin County, the Stockton Fire <br /> Department, Dobbas, and ERM-West were present The tank had a <br /> capacity of 500 gallons; approximately 403 gallons of product <br />' remained. The top of the tank was approximately 3-1/2 feet below the <br /> ground surface, the bottom was at a depth of approximately 7-V2 feet <br /> bgs. <br />' The tank was emptied by Ramos Environmental Services, and the <br /> residual liquid was transported to and disposed of at Ramos's facility <br /> in West Sacramento. The liquid removed from the tank was <br />' identified by Ramos as water with some gasoline. <br /> The tank was purged of lingering fumes by the addition of dry ice. <br />' The quantity of dry ice added was in excess of the amount required by <br /> the Stockton Fire Department (i.e., 30 pounds per 1,000 gallons of <br /> tank capacity for a gasoline tank). The effectiveness of the inerting <br />' process was monitored with a combustible gas meter. When the <br /> lower explosive limit (LEL) dropped below the guideline value of <br /> 1% LEL, the tank was declared safe to remove by the Fire <br />' Department. <br /> 5-1 <br /> 1 <br />
