1 SECTION 5
TANK REMOVAL AND INVESTIGATION.-
FORMER
NVESTIGATION:FORMER TANK SITE #2
' This section discusses the tank removal activities at Former Tank
Site #2 (1325 West Weber Avenue) and the results of the subsequent
' soil and ground water investigations conducted at the site.
' Tank Removal Activities
Preliminary work included preparing an Underground Storage Tank
' Closure Plan and a site-specific Health and Safety Plan (see
Appendix A), retaining a contractor, surveying the tank site,
obtaining the necessary permits, and locating underground utilities.
These activities were conducted as described previously in Section 3
regarding Former Tank Site #3.
The former underground storage tank located at Site #2 is shown in
Figure 5-1 The tank was uncovered and removed from the site on
August 27, 1991 by Jim Dobbas, Inc. During the process,
representatives from San Joaquin County, the Stockton Fire
Department, Dobbas, and ERM-West were present The tank had a
capacity of 500 gallons; approximately 403 gallons of product
' remained. The top of the tank was approximately 3-1/2 feet below the
ground surface, the bottom was at a depth of approximately 7-V2 feet
bgs.
' The tank was emptied by Ramos Environmental Services, and the
residual liquid was transported to and disposed of at Ramos's facility
in West Sacramento. The liquid removed from the tank was
' identified by Ramos as water with some gasoline.
The tank was purged of lingering fumes by the addition of dry ice.
' The quantity of dry ice added was in excess of the amount required by
the Stockton Fire Department (i.e., 30 pounds per 1,000 gallons of
tank capacity for a gasoline tank). The effectiveness of the inerting
' process was monitored with a combustible gas meter. When the
lower explosive limit (LEL) dropped below the guideline value of
1% LEL, the tank was declared safe to remove by the Fire
' Department.
5-1
1
