Clmre Pin" <br /> The Underground Storage Tank Closure Plan specified the steps that <br /> would be followed in removing the tanks. The removals entailed <br /> emptying, inerting, uncovering, and removing the tank; sampling <br /> and backfilling the excavation; and repaving the affected area. <br /> Sampling was performed by ERM-West. The contractor responsible <br /> for the other activities was Jim Dobbas, Inc. (Dobbas) located in <br /> Newcastle, California. Dobbas is a California-licensed contractor, <br /> license number 479128. Subcontractors to Dobbas were Ramos <br /> Environmental Service of West Sacramento (for removal and disposal <br /> of tank contents) and Oscar E. Erickson, Inc. of Richmond (for <br /> disposal of the tanks). ERM-West was also responsible for overall site <br /> management and submittal of documentation. The laboratory used <br /> by ERM-West was Enseco of West Sacramento. <br /> A site specific Health and Safety Plan was prepared by ERM-West. <br /> Potential hazards addressed by the Plan included underground <br /> utilities, heavy construction equipment (backhoe), unstable <br /> excavations, motor traffic, heat stress, and potential exposure to <br /> petroleum product and/or vapor. Included in the plan were the local <br /> emergency and non-emergency phone numbers for the police, <br /> hospitals, and fire department, as well as a map depicting the <br /> nearest hospitals. <br /> Utilities <br /> After the tank sites were delineated by Spectrum Environmental, <br /> Underground Service Alert (USA) was notified. USA in turn notified <br /> the local utilities who subsequently marked buried utility lines in the <br /> vicinity of the tank sites. <br /> rTwo permits were required for the tank removals. The EHD requires <br /> a permit for closure or abandonment of an underground storage <br /> tank. Receipt of a permit from EHD is contingent upon the submittal <br /> and approval of a Closure Plan and associated Health and Safety <br /> Plan. With the approved permit, EHD included attachments listing <br /> the required Sampling Protocol and the Minimum Verification <br /> Laboratory Analyses.
