Tank Removals <br /> The tanks were uncovered and removed from the sites on August 27, <br /> 1991 During the process, representatives from San Joaquin County, <br /> the fire department, Dobbas, and ERM-West were present. The <br /> removal of the tanks entailed emptying, inerting, excavating and <br /> removing, sampling, backfilling, and paving. Each step is further <br /> discussed below. <br /> TankRmptyin <br /> The contents of the tanks were emptied by Ramos Environmental <br /> Services and transported to and disposed of at their facility in West <br /> Sacramento. The amount removed from both sites totaled 514 <br /> gallons: 403 gallons from the tank at 1325 West Weber and 111 gallons <br /> from the tank at 1541 West Weber (Appendix H). The amount <br /> removed from the tank at 1325 West Weber was approximately 100 <br /> gallons in excess of the quantity measured by Spectrum <br /> Environmental. The quantity emptied from the 1541 West Weber <br /> address was in agreement with the quantity previously measured. <br /> The liquid removed from both tanks was identified by Ramos as water <br /> with some gasoline. <br /> Tank Inerding <br /> The tanks were purged of lingering fumes by the addition of dry ice. <br /> The quantity of dry ice added was at least the amount required by the <br /> Stockton Fire Department, i.e , 30 pounds per 1,000 gallons capacity <br /> for a gasoline tank. Sixty pounds of dry ice were used for the tank at <br /> 1541 West Weber; however, at 1325 West Weber excess dry ice was <br /> added, as per the judgement of Dobbas. <br /> The effectiveness of the inerting process was monitored with a <br /> combustible gas meter. When the lower explosive limit (LEL) <br /> dropped below the guideline value of 1%, the tanks were declared safe <br /> to remove by the Fire Department <br /> X=MMd'W.=d Removing <br /> Dobbas uncovered and removed the tanks with a backhoe. The tanks <br /> were lifted from the excavation and placed on a truck provided by <br /> Dobbas. The tanks were then visually inspected for holes and leaks. <br /> The tank from the 1325 West Weber address was severely corroded <br /> and contained several holes. The tank from the 1541 West Weber <br /> address appeared to be in good condition. <br /> f 4-3 <br />
