(Apex) has been authorized by Moore Petroleum (Moore) and Van De Pol
Enterprises to provide this well destruction workplan proposing to destroy all monitoring and
remediation wells associated with the subject site. This workplan was prepared in response to
correspondence from the San Joaquin County Environmental Health Department(SJCEHD)
dated April 19, 2012 (Appendix A).
This workplan is based, in part, on information obtained by Apex from Moore, and is subject to
modification as newly acquired information may warrant.
BACKGROUND
Apex began work on this project with groundwater monitoring beginning on January 14, 1994.
Prior to Apex, work conducted at the site included subsurface investigations and groundwater
monitoring by Earth Treatment Systems (ETS), Inc. of Manteca, California, Delta Environmental
Consultants, Inc. (Delta) of Rancho Cordova, California,Nations Groundwater Associates
(NGA) of Sacramento, California, and Aegis Environmental, Inc. (Aegis) of Roseville,
California. Site details of work completed prior to Apex's work at the site were obtained in
Aegis's Quarterly Groundwater Monitoring Report, dated April 18, 1991, which was submitted
to Moore.
Prior to August 1988—ETS installed monitoring well MW-1. Results were presented in ETS's
Environmental Preliminary Site Assessment, dated August 1988.
