Confirmation Soil Vapor Survey Workplan <br /> Moore Petroleum Bulk Plant,5491 F Street,Banta,California <br /> Page 4 <br /> August 16, 2004—In a.letter, the SJCEHD directed an addendum be made to the Workplan for a <br /> Limited Subsurface Site Investigation (dated January 14, 2004)in order to define the vertical . <br /> extent of contamination. Apex submitted a Workplan Addendum Letter for a Limited Subsurface <br /> Investigation, dated June 2, 2004. <br /> September 2004—Apex installed and tested an SVE system with activated carbon adsorption as <br /> the control device. In addition, Apex installed an ozone generator system for eventual ozone <br /> sparging. Results from the SVE system startup were reported to the District in the letter Source <br /> Test Report, dated November 11, 2005. <br /> December 6 and 8, 2004—Apex supervised the drilling of nine ozone sparge wells (OS-2 <br /> through OS-10). Results of the ozone well installations are reported in Apex's Interim Results <br /> Report for Ozone Sparge Wells, dated March 4, 2005. The ozone system began full-time <br /> operation on February 17, 2005. <br /> October 31, 2005 —Apex supervised the installation of four groundwater monitoring wells <br /> (MW-13, MW-14, MW-16, and MW-17). Drilling and installation of MW-15 has been <br /> postponed until the receipt of Union Pacific Railroad's right-of-entry agreement. Results of the <br /> monitoring well installations reported are in Apex's Limited Subsurface Site Investigation <br /> Results Report, dated March 30, 2006. <br /> December 19,2006—Apex installed and started operation of a new ozone sparging system(H20 <br /> Engineering). <br /> April 11, 2007—The SJCEHD issued a letter approving the reduction of groundwater sampling <br /> in wells MW-5 and MW-6 to an annual basis. The SJCEHD also requested a site conceptual <br /> model (SCM), soil vapor survey workplan, ozone efficiency letter, and TPHmo definition letter <br /> be prepared. <br /> May 9, 2007—Apex submitted a Soil Vapor Survey Workplan to investigate the presence or <br /> absence of fugitive soil vapors in the shallow subsurface. <br /> May 16, 2007—Apex submitted a letter to the SJCEHD for defining.the suspected TPHmo <br /> plume discovered in borings CPT-1 and CPT-2. Apex suggested additional testing of the Rhodes <br /> water well for TPHd, TPHmo, and total petroleum hydrocarbons as kerosene (TPHk). Apex also <br /> suggested installing MW-15 to a depth of 100 feet below ground surface(bgs). The SJCEHD <br /> approved the additional testing but requested additional information before approving the <br /> installation change to well MW-15. <br /> May 24, 2007 Apex submitted a response letter to the SJCEHD providing justification for the <br /> current onsite ozone system. <br /> June 25, 2007—The SJCEHD issued a letter requesting clarification of the soil vapor survey on <br /> May 9, 2007. Apex submitted a Soil Vapor Survey Workplan Clarification, dated July 24, 2007, <br /> to address the SJECHD concerns. <br />
