Stnte of California • I • Department of Health Services
• r Ij
Memorandum
To Tony Landis Date. : February 20, 1987
Jeanine Jones
Northern California Section Subject: Review of Lika Corp.
4250 Power Inn Road RAP
Via Elgar Stephens 7-,7'` 7 1!
trom Allen R. Winans l
Associate Engineering Geologist
Technical Services
1219 K Street
Toxic Substances Control Division
323-5868
I have reviewed the Remedial Action Plan (RAP) for Lika Corporation's Fiald
Avenue Annex. I do not concur that further ground water investigation is
unnecessary. It is my opinion that not enough is known of the ground water
elevations, flow rates or flow directions to assess the degree or extent of
contamination.
i,
GENERAL COMMENTS
The ground water investigation for the RAP did not proceed from defining the
hydrogeology to detection, then assessment of the contamination. The wells are
screened throughout their lengths and were installed to detect contamination
anywhere within the interval. The result is poor definition of ground water
flow direction and no real data on the horizontal or vertical extent of
contamination. Any contamination at one horizon will be diluted in the bull.
samples. Not only can the extent of contamination not be determined, it may be
increased by such wells if there is more than one aquifer. Fully screened
wells cannot be used to assess pressures within individual aquifers and cannot
be used to define vertical gradients.
SPECIFIC COMMENTS
The RAP neglects to display all the data from the described work. Steven's
recorder data for MW-8 and Deep Water Channel water level data are mentioned
but not displayed.
It appears a sump pump may be causing the depression in water levels at the
area of wells MW-8 and MW-9.
Water level data does not have dates or times of measurement.
Water level. data is not in tabular or contour map formats.
