Parmaceast purchased the property from the Stockton Redevelopment Agency on December 6, 1963, W.L. Simmons signed all of the contracts for Parmaceast as a general partner and signed the original purchase a second time as President of Pampar Inc. , a California Corporation and also a general partner of Parmaceast. A W.L. Simmons is currently listed in the San Francisco phone book. Parmaceast has an address for notices of 2000 Atlas Peak Road, Napa, California, according to Glenn Cheatham. I found an address for Parmaceast of 2760 Baker Street, San Francisco. In an effort to prove who owned the tanks, I talked to captain white of the Stockton Fire Dept. about tank permits for the Disco gas station. He said that he remembered the station and believes that at one time permits existed but could not find any in their files. He believes that the paperwork was thrown away several years ago. It seems clear that Parmaceast owned the property at the time of the release and therefore could be a partially responsible party. Two questions remain to be answered before we pursue financial compensation. First, we need to identify all of the general partners of parmaceast. second, we need to determine if Parmaceast also operated the gas station, and if they did not, who did. The operator may also be a partially responsible party.
