v
DRAFT
MEETING MINUTES
DISCO PROPERTY DATA REVIEW AND FUTURE ACTIVITIES SCOPING
July 10, 1998
San Joaquin County Public Health Service/Environmental Health Division
Attendees: Ron Rowe/SJCEHD,Margaret Lagorio/SJCEHD,Richard Fish/Del Monte,
Steve Ronzone/Del Monte,Susan Flieder/Del Monte,and Liz Dodge/CH2MHILL
Minutes Prepared by Liz Dodge
Proposed Agenda is attached.
1) Rich Fish summarized the results of the Disco property groundwater monitoring for the
first quarter of 1998:
• Samples were collected on April 16- 17, 1998 and benzene and TPH were found in
wells near the former tank area,as has been found in the past.
• Oxygenates were not detected, however analyses for TBA had not been performed
because the contracted lab (BSK Analytical)had not undergone the EPA accuracy and
precision demonstration for that chemical. Therefore wells were resampled on May 20-
21, 1998 and the samples analyzed for TBA by West Labs. TBA was detected in two
wells where it had not previously been detected and was not found in the three wells
where it had been found in the previous quarter's groundwater sampling. The potential
for analytical problems was discussed, since we understand that testing for TBA is
relatively new, and all 5 wells are in the plume area and close together. Ron Rowe said
that testing for TBA is not new, as refineries have been adding it to fuels since the early
1970's.
• Groundwater elevations had risen 4-5 feet between December 1997 and April 1998 and
another two feet between April and May 1998.
• The next monitoring event will take place July 22-23.
• Rich also discussed the plan to fill in a low area in the vicinity of the former pump
island with clean fill from a rock quarry as described in the 1977 Workplan. Ron
requested that the fill be sufficiently low permeability to prevent water from infiltrating
in the area. Rich said the fill contained sufficient fines that it should be suitable. In
response to a question from Liz,Ron said it isn't typical to perform physical tests on fill.
Ron advised Del Monte to write a letter requesting PHS/EHD approval to fill in the low
area.
2) Liz Dodge summarized the well survey update and conclusions.
• Ron said the update was acceptable and found it much more comprehensive than the
previous survey in the 1995 Problem Assessment Report
