v <br /> DRAFT <br /> MEETING MINUTES <br /> DISCO PROPERTY DATA REVIEW AND FUTURE ACTIVITIES SCOPING <br /> July 10, 1998 <br /> San Joaquin County Public Health Service/Environmental Health Division <br /> Attendees: Ron Rowe/SJCEHD,Margaret Lagorio/SJCEHD,Richard Fish/Del Monte, <br /> Steve Ronzone/Del Monte,Susan Flieder/Del Monte,and Liz Dodge/CH2MHILL <br /> Minutes Prepared by Liz Dodge <br /> Proposed Agenda is attached. <br /> 1) Rich Fish summarized the results of the Disco property groundwater monitoring for the <br /> first quarter of 1998: <br /> • Samples were collected on April 16- 17, 1998 and benzene and TPH were found in <br /> wells near the former tank area,as has been found in the past. <br /> • Oxygenates were not detected,however analyses for TBA had not been performed <br /> because the contracted lab (BSK Analytical)had not undergone the EPA accuracy and <br /> precision demonstration for that chemical. Therefore wells were resampled on May 20- <br /> 21, 1998 and the samples analyzed for TBA by West Labs. TBA was detected in two <br /> wells where it had not previously been detected and was not found in the three wells <br /> where it had been found in the previous quarter's groundwater sampling. The potential <br /> for analytical problems was discussed, since we understand that testing for TBA is <br /> relatively new, and all 5 wells are in the plume area and close together. Ron Rowe said <br /> that testing for TBA is not new, as refineries have been adding it to fuels since the early <br /> 1970's. <br /> • Groundwater elevations had risen 4-5 feet between December 1997 and April 1998 and <br /> another two feet between April and May 1998. <br /> • The next monitoring event will take place July 22-23. <br /> • Rich also discussed the plan to fill in a low area in the vicinity of the former pump <br /> island with clean fill from a rock quarry as described in the 1977 Workplan. Ron <br /> requested that the fill be sufficiently low permeability to prevent water from infiltrating <br /> in the area. Rich said the fill contained sufficient fines that it should be suitable. In <br /> response to a question from Liz,Ron said it isn't typical to perform physical tests on fill. <br /> Ron advised Del Monte to write a letter requesting PHS/EHD approval to fill in the low <br /> area. <br /> 2) Liz Dodge summarized the well survey update and conclusions. <br /> • Ron said the update was acceptable and found it much more comprehensive than the <br /> previous survey in the 1995 Problem Assessment Report <br />
