Filbert Street
Stockton, CA
San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has reviewed the "Quarterly Monitoring
Results" report dated December 19, 1995, prepared by CH2M Hill,
for the above referenced site and has the following comments on
the report . In addition, as requested by Del Monte, PHS/EHD has
included comments on the December 27, 1995, letter from Dave
Deaner, Manager of the Underground Storage Tank (UST) Cleanup
Fund Program, with respect to the activities at this site .
PHS/EHD does not agree with the statement (on page 4 of the
report) that "the sample collected by rapid well purge and bailer
sampling gave high concentrations that are inconsistent with the
historic trend for that well" . The groundwater samples collected
from MW-DIS-2 in the past have always required dilution, with
dilution factors ranging from 50 to 1000 . Even with dilution,
groundwater sample results have been consistently high since July
1991, when the well was installed. M .010 tro 4tAtd
The report indicated that the groundwater sample from MW-DIS-2 on
October 26, 1995, using the ITB sampling protocol, with sample
collection directly from the pump, was collected at a flow rate
of 1600 milliliters per minute. PHS/EHD is not surprised that
the contamination levels found in this sample were much less than
those found in previous sampling events . As previously stated in
the PHS/EHD letter dated October 2 , 1995, when sampling for
volatile organic compounds, the pump flow rate should be < 100
millimeters per minute pursuant to industry accepted standards .
The dilution factor for the groundwater sample from MW-DIS-1 has
been greatly reduced and the level of contaminants indicate that
contamination in this area has been greatly reduced. PHS/EHD
remains cautious about these results since this well is close to
the air sparge and vapor extraction wells .
The groundwater level has risen above the screened interval in
monitoring wells MW-DIS-1 through MW-DIS-7S, since March 1995 .
A Division of San Joaquin County Health Care Services
