Del Monte/Disco <br /> Page 3 <br /> Operation of the vapor extraction system was stopped on November <br /> 15, 1995 because contaminant concentrations after filtering <br /> through the carbon cannisters were too high (break through) . On <br /> January 22, 1996, the carbon in the cannisters was exchanged and <br /> the vapor extraction system was put into operation again. On <br /> February 13 , 1996, operation of the vapor extraction system had <br /> again been stopped because of break through from the carbon <br /> cannisters . PHS/EHD recommends you investigate the use of a <br /> thermal or catalytic oxidizer unit to remediate the hydrocarbons <br /> being extracted so that vapor extraction is continuous . <br /> Any changes to the vapor extraction system should be done under <br /> permit and with the approval of the San Joaquin Valley Unified <br /> Air Pollution Control District . <br /> With respect to the UST Cleanup Fund letter, this site is not a <br /> low priority soil or groundwater case . Levels of contamination <br /> are high, the groundwater plume extends off site and there is <br /> evidence of some vertical migration. The UST' s were last <br /> operated in 1976, yet high levels of contamination exist, so <br /> active remediation is required to reduce contaminant levels . <br /> Remediation currently being conducted is intermim until all <br /> investigation has been completed and a Corrective Action Plan has <br /> been approved. <br /> PHS/EHD recommends you "request pre-approval of all contracts, <br /> whether for investigation or cleanup, for UST corrective action" <br /> as the UST Cleanup Fund letter urges you to do.
