We will also drill and sample east of DIS-MW-1 for placement of <br /> the up-gradient monitoring well until we reach the extent of contamination. <br /> Monitoring well locations will be determined after grab sampling is completed. Pump testing <br /> will include a slug test and a longer term test for the deep and shallow down-gradient <br /> monitoring wells. Long term pump tests will continue until water level stabilizes in the well at <br /> a continuous pumping rate. Water produced during pump testing will be stored on site and <br /> either pretreated for discharge to the storm sewer or sent off site for disposal. Well permits <br /> will be applied for with PHS/EHD, and easement agreements will be negotiated with the City <br /> of Stockton. <br /> Conduct Hydraulic Control Evaluation <br /> We plan to develop a simple hydrogeological model to describe and predict the effect of <br /> various options for achieving hydraulic control. We will develop a conceptual design for <br /> control of contaminated groundwater. The groundwater control system will be integrated into <br /> the interim AS/S VE system presently under construction. <br /> We will then prepare a Problem Assessment Report (PAR)that summarizes drilling/sampling <br /> results, pump test results, groundwater modeling results, and the groundwater control system <br /> conceptual design. <br /> Prepare Final Remediation Plan (FRP) <br /> The FRP will bring together the results of interim AS/SVE system operation results, the <br /> conceptual design for an integrated remediation system(i.e., source control with hydraulic <br /> control), proposed long term monitoring plans, a revised schedule, and a final cost estimate. <br /> After FRP approval by DHS/EHD, detailed design of a final remediation system can begin. <br /> We understand that a public notification process must be followed for FRP approval which <br /> involves a 30 day notification period. After design, final remediation system permitting may <br /> require an NPDES permit, a revised air quality permit, and a local building permit. A <br /> contractor must be selected, equipment procured, and construction completed before start up <br /> of the final remediation system. <br /> REVISED SCHEDULE <br /> The January 1, 1995 deadline proposed by PHS/EHD was not possible given the necessary <br /> sequence of decisions that have to be made and the necessary input from PHS/EHD as we <br /> move forward. However, Del Monte is working expeditiously to complete groundwater <br /> investigation work, additional monitoring well installation, and preparation of a Final <br /> Remediation Plan.
