Margaret Lagorio
Site Mitigation Unit
San Joaquin County Public Health Services
445 N. San Joaquin Street
Stockton, CA 95201-0388
Re : Del Monte/Disco Site Stockton; Site Code 2498
Dear Ms . Lagorio:
This letter provides the County with information regarding
the history and operation of the gasoline service station
formerly located at the corner of Myrtle and North Filbert
Streets in Stockton known as the "Del Monte Disco Site" . By
copy of this letter to the responsible parties identified
herein, Del Monte requests their immediate cooperation with the
County' s directives to investigate conditions at the site . Del
Monte believes that the best way to initiate and coordinate such
activities is to have a meeting with all parties as soon as
possible . Del Monte would be happy to host such a meeting at
its offices in San Francisco or to come to such a meeting in the
County' s offices .
For purposes of corrective action for releases from
underground storage tanks, a "responsible party" is defined as :
(1) any person who owns or operates an underground tank; (2) any
person who owned or operated the underground storage tank
immediately prior to the discontinuation of its use; (3) any
owner of property when an unauthorized release of a hazardous
substance from an underground tank has occurred; or (4) any
person who had or has control over an underground storage tank
at the time of or following an unauthorized release of a
hazardous substance from the tank. 23 Cal . Code Regs . § 2720 .
Del Monte has identified several parties that are "responsible
parties" for site remediation under these standards .
We understand that the Disco Site was owned by the
Redevelopment Agency of the City of Stockton prior to 1963 . The
City sold the property at the corner of Myrtle and North Filbert
11818558
