Ms . Margaret Lagorio
December 16, 1994
Page 2
to Parmaceast, a California limited partnership, on December 5,
1963 .1 (See Attach. A, "Disposition Contract for Approved East
Stockton Urban Renewal Area Project No. A-2111 . ) It appears that
the property was undeveloped at the time of the sale . (See
Attach. B . ) Parmaceast immediately began to redevelop the
property. On December 9, 1963 , Parmaceast submitted an
Application for Use Permit to the City to "use the northeast
corner of Filbert and Myrtle Streets as a service station. "
(See Attach. B. ) On January 6, 1964, a Use Permit was issued by
the City to Parmaceast, allowing Parmaceast to erect and operate
a service station at the site. (See Attach. C. ) The remainder
of the site was apparently developed as a strip mall or shopping
center.
The service station was apparently built and operated in
connection with the Mac Department store and may have included
automotive servicing facilities . (See Attach. D. ) From a
review of historical phone books from 1964 through 1975, it
appears that the service station may have been known as Mac
Disco of East Stockton Auto Parts or Disco Gas, and may have
been associated with other Mac Disco, Disco Mart or Disco East
stores . The service station and shopping mall appear to have
been in operation for about ten years . Del Monte has contacted
several agencies that would have had regulatory jurisdiction
over the service station, such as the Stockton Fire Department,
but has not been able to obtain any information regarding the
historical uses of the site. We assume that information
regarding the site, such as operating permits and other records,
will be found in the files of the owners and operators of the
service station.
Parmaceast, the owner and developer of the site, was
composed of two general partners : Mr. W. L. Simmons and Fampar,
Inc . , and several limited partners as listed in the Disposition
Contract at Attachment A, page 2 . Mr. Simmons was President of
Fampar Inc. , and both used the same address . As general
partners of Parmaceast, Mr. Simmons and Fampar, Inc. are each
fully responsible for any and all liabilities of the limited
partnership. Mr. Simmons' current address is 2000 Atlas Peak
Road, Napa, California. He can be contacted through his
attorney, Sidney Rudy, Esq. of Hanson, Bridgett, Marcus, Vlahos
and Rudy, 333 Market Street, San Francisco, CA 94105 .
Mr. Simmons and Fampar, Inc . are responsible parties as the
owners of the site when the station was operated and when
releases occurred. Mr. Simmons would likely be able to provide
1 Parmaceast was also known as Par Mac East .
11818558
