Del Monte Stockton Property Assessment and Remediation RFP Section II, Page 4
of a deeper aquifer will be tested later in December for the first time. The"deep" well
data is expected by the first week in January and will be sent then as Attachment 12.
The Corrective Action Plan requires the best two (2) remediation methods to be
proposed to the SJCPHS and CV WQCB. One method of remediating this site would
be to install a pump and treatment system as part of the solution. This would require
an extraction well and pump test to size the equipment. This work has not been done
to date. The design of such a system and development of any extraction well(s) will
have to be a part of this proposal. If the consultant proposes such a solution, Del
Monte recognizes that the sizing of the equipment and associated costs may depend on
the pumping rate. A pump and treat proposal should be based on the assumption that a
new 6"well could pump at a rate of 25 GPM for budget purposes. The consultant is
free to propose multiple wells of lesser rates based on their best technical judgement
and proposed solution.
The proposal should be based on the assumption that the consultant will be reimbursed
on a time and material basis for work performed. As an alternative, the consultant is
invited to propose other methods of financing this project. These may include a fixed
price solution backed by bonds or insurance, or
also involve transfer of the property to the consultant as part of the reimbursement for
performing the work. These alternative approaches are not a mandatory requirement
for proposing on the work.
The consultant should be aware that Del Monte Foods will be applying for
reimbursement from the California UST Cleanup Fund administered by the State
Water Quality Resources Board, and should be prepared to respond to reasonable
requests to document claims for the fund to support Del Monte submittals.
Proiect Deliverables
• Corrective Action Plan approved by the Agencies in Charge
• Permits for any activities such as air emissions, water discharges, or
solid/hazardous waste
• Completion of any required pilot testing
• Installation of a final solution to remediate the Disco groundwater hydrocarbon
plume and stabilize the migration of the plume including 1,2-DCA and EDB
• Operation and maintenance of the system for 5 years [initially]
• Estimated budget and schedule for the above items including meetings
Desired Schedule
• Begin work on or before February 4, 2002
• Complete Corrective Action Plan on or before June 1, 2002
