DEFINED TERMS. <br /> Terms used in these Instructions to Bidders have the meanings assigned to them in <br /> the General Conditions. <br /> Certain additional terms used in the Bidding Documents have the meanings <br /> indicated below which are applicable to both the singular and plural thereof. <br /> f 1.1. Bidder—one who submits a Bid to Owner as distinct from a subbidder, who <br /> submits a Bid to a Bidder. <br /> E <br /> 1.2. Successful Bidder—lowest, responsible and responsive Bidder to whom <br /> Owner (on the basis of Owner's evaluation as hereinafter provided) makes an <br /> award. <br /> 2. BIDDING DOCUMENTS. <br /> 2.1. Complete sets of Bidding Documents must be used in preparing Bids. <br /> Neither Owner nor Engineer assume any responsibility for errors or <br /> misinterpretations resulting from use of incomplete sets of Bidding Documents. <br /> r <br /> I 2.2. Bidding Documents made available on the above terms are only for the <br /> purpose of obtaining Bids for the Work and shall not be used for any other <br /> purpose. <br /> 3. LICENSE REQUIREMENTS. <br /> 3.1. The classification of Contractor's License a Bidder must hold to be eligible <br /> for a award of a contract for the Work is listed in the Invitation to Bid. <br /> 4. EXAMINATION OF CONTRACT DOCUMENTS AND SITE. <br /> I <br /> l <br /> 4.1. It is each Bidder's responsibility, before submitting a Bid, to: <br /> 4.1.1. Examine thoroughly the Contract Documents and other related data <br /> identified in the Bidding Documents (including "technical data" referred to <br /> below). <br /> 4.1.2. Inspect the site to become familiar with and satisfy Bidder as to the <br /> general, local, and site conditions that may affect cost, progress, <br /> f performance, or furnishing of the Work. <br /> 4.1.3. Consider federal, state, and local Laws and Regulations that may <br /> affect cost, progress, performance, or furnishing of the Work. <br /> 4.1.4.
