To the extent permitted by law, no liens shall be claimed or recorded at any ; time , and no notices relating to liens shall be given or recorded , by CONTRACTOR or anyone engaged in the Fork of CONTRACTOR or any material suppliers , against OWNER or the OWNER 's property; and CONTRACTOR shall prevent 4 any such liens and notices from being claimed, recorded or given. If , in violation of the foregoing , a lien is filed , the CONTRACTOR shall indemnify and reimburse the OWNER for all expenditures by the OWNER in discharging such lien , including all costs and attorneys fees. ARTICLE 27 - BREAKDOWN OF COSTS As soon as practicable after the award of the Contract, the CONTRACTOR shall submit for review a detailed estimate based �dance withtotal accountContract numbers and/or broken down by features of the Work , inacco elements of Work furnished by the OWNER , which estimate , if acceptable , will M be the basis on which partial pents are ad .shall bemuniformlyrges for distributedrhead amongand the profit shall not be separated , but various items. All billings shall conform with such breakdown. ARTICLE 28 - PROGRESS PAYMENTS Payments will be made for Work performed under the Contract in the amounts or at the rates stated therein , subject to additions and deductions as provided in the General Conditions or elsewhere in the Contract Documents. Payment- for 1 work at overtime rates shall not be allowed unless specifically stated in the Contract or authorized in writing by the OWNER. Payments on account shall be made by the OWNER from time to time during progress of the Work upon written application therefor made by the CONTRACTOR and accepted by the OWNER , accompanied by proper mechanic 's lien documents and such other documents as the OWNER may require , in duplicate. At no time prior � to completion of the WORK shall the total of authorized payments exceed 90 percent of the val ue . of the Work that -1 s then completed and the unincorporated materials which are then on the Work site , as adjudged by. the OWNER. Applications for payment shall be submitted to the OWNER not later than the end of each month and shall cover Work completed as of the 15th day. of such month. All invoices are to be submitted in accordance with the OWNER 's account numbers. Payments on account of such applications shall be made within 30 days following receipt thereof. The CONTRACTOR shall submit, If requested . an affidavit that so far as he has knowledge or information , the releases include all. the labor and materi al s_for which a lien could be filed for Work to the ! date of the invoice. +' Issue D GCL-15-
