UP-91-20 OF THE STOCKTON <br /> WATER SKI CLUB (C/O DCC ENGINEERING CO. , INC. ) <br /> The applicant has submitted a Use Permit pre-application to allow <br /> the dredging of a channel and basin in an island in the Delta to <br /> create a protected harbor for a private, non-profit ski club; the <br /> relocation of an existing boat dock, swim dock, and clubhouse; and <br /> the construction of a beach and open camping area. Future <br /> development would consist of an expansion of the boat docking <br /> facilities and clubhouse, as well as the construction of a <br /> caretaker's residence. The project would be phased, possibly over <br /> a ten-year period, with the dredging of the channel and basin as <br /> the first phase. The following pre-application comments are <br /> intended to inform the applicant of preliminary considerations on <br /> General Plan and zoning consistency, permitting requirements, and <br /> environmental considerations. <br /> General Plan / Zoning Considerations: <br /> The General Plan designation for the project site is Agriculture, <br /> with an accompanying zoning of AG-40 (General Agriculture; 40 acre <br /> minimum parcel size) . The proposal, which involves an expansion of <br /> an existing use, appears to be consistent with both Agriculture and <br /> Recreation General Plan Principles and Objectives. Section 9- <br /> 4005. 1 (c) (12) of the Planning Title allows the proposed use, <br /> subject to an approved Use Permit application. <br /> Permitting Requirements: <br /> As indicated by the attached memos, permits will be required from <br /> the Department of the Army' s Corps of Engineers and the Port of <br /> Stockton. Unless otherwise noted by the responsible agencies, <br /> these Permits would likely be required as conditions of approval on <br /> an approved application, rather than being required prior to <br /> submittal of the full application. Again unless otherwise stated, <br /> any conditions of approval from the responsible agencies would have <br /> to be complied with prior to the initiation of the use. NOTE: <br /> Additional permitting requirements may be identified as a result of <br /> a referral of the full application to appropriate, responsible <br /> agencies. <br />
