However, the <br /> expanded recreational use and the associated increase in private <br /> boat traffic may result in a conflict with shipping activities by <br /> the Port of Stockton. In addition, boat wakes from users of the <br /> harbor and its facilities may have an impact on the maintenance of <br /> local levees by the area ' s reclamation districts. <br /> This memo will not address specific design elements of the proposed <br /> facilities: however, this Division's future concerns will deal with <br /> the safety of people using the facility, as well as separating <br /> potentially incompatible uses such as motor boats and swimmers. <br /> Comments regarding the design of the facility will by provided at <br /> the time the full application is submitted and processed. <br /> Biota: <br /> Staff ' s preliminary analysis of the project' s potential <br /> environmental impacts indicates that the site may be the site of <br /> the California Hibiscus, a Federally-listed Candidate 2 species. <br /> As a part of the full application' s environmental review, the <br /> United States Fish and Wildlife Service will be asked to comment on <br /> the project' s potential to adversely affect this and other <br /> threatened or endangered species of plants and animals. As a <br /> result of that review, along with review by other responsible <br /> agencies, the applicant may be required to implement specific <br /> mitigation measures to avoid having significant impacts on any <br /> identified species. <br /> Summary: <br /> Based upon the material submitted with this pre-application, staff <br /> is not in a position to fully assess the project' s potential <br /> impacts on the area 's environment. In addition, staff is not able <br /> to fully list all the permits that will be required by other <br /> responsible agencies for the project to be approved. In order to <br /> address these issues, staff will refer the full application to all <br /> the agencies that may be affected by or responsible for permitting <br /> the proposed use. <br />
