PROJECT DESCRIPTION <br /> PURPOSE <br /> The purpose of this project is to collect and destroy the landfill <br /> gas (LFG) produced at the San Joaquin County Foothill landfill. <br /> The LFG will fuel an internal combustion gas engine that will drive <br /> a generator to make electricity. Pacific Gas & Electric Company <br /> will buy the electricity. A flare will destroy LFG in excess of the <br /> engine's fuel requirements. The project will be on county property <br /> at the landfill. <br /> BACKGROUND <br /> Foothill landfill is an active landfill at 6484 N. Waverly Road in <br /> Linden. The 800 acre site opened in 1966. Currently 70 acres have <br /> been landfilled with approximately 2 . 7MM tons of refuse . The <br /> landfill receives about 530 tons of waste each day. <br /> LFG can be a health and safety hazard. California air quality <br /> regulations require the collection and destruction of LFG at most <br /> landfills; new federal NSPS regulations also require collection and <br /> destruction. <br /> Within a few months of placement, solid waste begins to decompose . <br /> Decomposition takes place through the action of tiny organisms <br /> called anaerobes . They consume biodegradable material in an <br /> atmosphere free of oxygen. The anaerobes ' digestive process <br /> produces methane, CH4, and carbon dioxide CO2, commonly called <br /> landfill gas . As the gas accumulates in the landfill, it builds up <br /> pressure. It takes the path of least resistance to escape and thus <br /> seeks the atmosphere that is at a lower pressure. Some LFG goes <br /> through the surface of the landfill and some may migrate <br /> jrk:10-28-96 1 of 3 <br />
