I Introduction <br /> The United States Environmental Protection Agency(U.S. EPA), Region 9 has directed Ecology <br /> &Environment, Inc.'s(E &E) Superfund Technical Assessment and Response Team(START) <br /> to conduct a Targeted Brownfield Assessment(TBA)at the El Concilio No. 2 property, located <br /> at 1116 East 1 st Street, Stockton, San Joaquin County,California(Figure 1,Appendix A). This <br /> sampling effort is being implemented following award of a TBA grant to the City of Stockton <br /> Redevelopment Agency(CSRA) for assessment of the EI Concilio No. 2 property. CSRA will <br /> contribute the land and the National El Concilio Organization(NCLR)Council for the Spanish <br /> Speaking will fund the project to re-develop the property for construction of a new commercial <br /> office for the NCLR. The site is comprises approximately 1.98 acres of land currently owned by <br /> the CSRA(southern portion)and by the City of Stockton(northern portion). The northern <br /> portion of the site is currently occupied by the City of Stockton Fire Department Station 3 and is <br /> developed with a fire house, storage garage, concrete and asphalt parking areas,and an open <br /> stairway structure used for firefighting training. The southern portion of the site is currently <br /> vacant with no structures and is zoned for commercial purposes. Figure 1 (Appendix A) is a map <br /> showing the general site vicinity.Figure 2 (Appendix A) is a site map showing site features and <br /> surrounding areas. The subject of this assessment is assessor's parcel numbers(APN) 169-030- <br /> 05, 169-030-06, and 169-030-13, and will be referred to as the El Concilio No. 2 (site). <br /> This Field Sampling Plan (FSP)has been prepared for the U.S. EPA and the CSRA,who will <br /> also be referred to as the Brownfields Grant Applicant(Applicant) for the purposes of this FSP. <br /> Funding for the writing of the FSP and completion of the fieldwork described herein was <br /> provided through the U.S. EPA Region 9 START contract. <br /> This FSP contains the site-specific background and planning information for sampling at the El <br /> Concilio No. 2 property. Information not found in this FSP is presented in the Draft Generic <br /> TBA Sampling and Analysis Plan(TBA SAP) on file with the U.S. EPA Quality Assurance <br /> Office. <br /> 1.1 Project Organization <br /> The following is a list of project personnel,roles and contact information.
