Additional environmental data is <br /> needed to assist the CSRA and the NCLR with planning decisions. Specific problems associated <br /> with the property include the following: <br /> ' The City of Stockton Fire Department Station 3 located on the northern portion of the <br /> subject site is a former leaking underground storage tank(LUST) site that is documented <br /> to have released petroleum hydrocarbons to the groundwater. Based on the regulatory <br /> history of this facility, groundwater at the subject site may be impacted. <br /> The assessment recommendations for this project are based on review of the various historical <br /> documents prepared by other funis in relation to the site(see Section 10 for references). These <br /> historical documents indicate that no soil data exists for most of the site and no groundwater data <br /> exists, outside of the two areas where underground storage tanks(USTs)were removed. <br /> Recommendations for the specific scope of this assessment were based on historical observations <br /> by other firms. Once the new site assessment data for this project are generated,a report will be <br /> prepared and delivered to appropriate decision-makers. <br /> The results of this proposed assessment and those from previous investigations may be used to <br /> evaluate whether current conditions on the property pose a threat to human health during <br /> development or a continuing threat to residents and the general community after the property is <br /> developed. Potential threat and exposure concerns are as follows: <br /> • Excavation or grading of contaminated soil could result in exposure to contaminated soil <br /> for onsite workers and community members. <br /> • Migration of contamination from the property to groundwater aquifers could result in a <br /> threat to area groundwater. <br /> 002693.1501.01 BR 1-2 <br /> EI Co iho No.2 <br />
