Sacramento Insulation Contractors Project No. EOC-96-028 { <br /> i <br /> Goal and Technical Approach. <br /> Ms. Ginny Spencer, representing SIC, has indicated to EOC that the primary goal of the services <br /> proposed in this workplan should be to obtain regulatory"site closure" or a recommendation of <br /> "no further action" by the local health department for the unauthorized release of petroleum <br /> no <br /> reported for the property. In pursuit of this goal, EOC suggested the advancement <br /> of soil borings and the collection and analysis of soil and groundwater samples on the site. Ms. <br /> Spencer and Mr. Harlan Knoll, PHS specialist assigned to the site, concurred with the proposal to <br /> advance the borings and collected soil and groundwater samples,but not install groundwater <br /> monitoring wells. <br /> SCOPE OF SERVICES <br /> The scope of services required to accomplish the stated-goal is detailed below: <br /> Task I - Prefeld Activities. These activities will be performed prior to beginning field activities. <br /> Prepare a site specific health and safety plan. This plan will be reviewed by all field <br /> personnel before field work begins. <br /> Obtain a well permit from the PHS for the advancement of 5 Hydropunch borings. The <br /> permit will be prepared and submitted in accordance with the applicable regulations. An <br /> "Application for Well/Pump Permit" and check are attached for review and action. <br /> • Notify Underground Service Alert of the intent to drill at least 48 hours prior to beginning <br /> field work. <br /> Task II -Hydropunch Advancement and Groundwater Sampling. .This summarizes the <br /> advancement of the proposed borings. <br /> • Excavate 5 exploratory borings using a hollow stem auger drill rig (services to be <br /> 4 performed by West Hazmat Drilling). The proposed locations are presented on the Site <br /> Plan, Figure 2. Total depth of each boring is estimated to be 50 feet bgs. <br /> r` Collect soil samples from each boring at approximate 5-foot intervals (approximately 10 <br /> soil samples per boring). The criteria for the collection and analysis of soil samples will <br /> be based on observed conditions such as lithologic changes, soil staining or petroleum <br /> hydrocarbon odors, the capillary zone, and depth below groundwater. The soil samples <br /> will be collected using a split spoon sampler(2-3/8-inch inside diameter and 3-inch <br /> outside diameter) and may or may not be equipped with brass or stainless steel sleeves. <br /> Each sleeve.or a laboratory prepared jar will be capped, labeled, and transported <br /> following chain-of-custody procedures to a California state certified on site mobile <br /> laboratory for analysis. <br /> • Analyze selected soil samples for TPH quantified as gasoline (DHS-TPH Method). <br /> ' EnvirOmega Consultants 2 November 8, 1996 <br /> 1 } <br />
