• • <br /> This project is subject to the environmental review process by the lead agency (DTSC) <br /> as defined by PRC Section 21080 and the CEQA Guidelines Section 15063. <br /> This Initial Study and proposed Negative Declaration were conducted to evaluate <br /> potential environmental impacts that may be caused by the removal of soil <br /> contaminated with lead, arsenic, petroleum hydrocarbons, and polynuclear aromatic <br /> hydrocarbons. The soil containing elevated levels of contaminants will be subject to <br /> spot removal by a combination of manual or mechanical means and the soil containing <br /> levels below the remedial action objectives are allowed to remain on-site. <br /> Specific details for how the soils will be removed will be addressed in a separate soils <br /> management plan. Generally, the soils above the remedial action objectives will be <br /> excavated and removed to an appropriate facility depending on waste classification. <br /> Post excavation samples will be collected to confirm the excavation was complete.. <br /> Upon completion of soil removal, affected areas of the Site will be backfilled with clean <br /> soil. Parcels exceeding residential remedial action objectives will require a deed <br /> restriction be recorded to prevent inappropriate land uses, specifically residential and <br /> other sensitive uses. <br /> The RAP describes the environmental characteristics of the Site and surrounding area, <br /> the nature and extent of the contamination, the evaluation of remedial alternatives, and <br /> recommendations for mitigating the contamination in order to protect public health and <br /> the environment. This report is on file with DTSC and is available for review upon <br /> request.
