MW- 1 has had free product since it was first sampled April 8 , 1992 . The amount of free product <br /> has always been small , approximately one quarter of an inch or just a sheen. There isno active <br /> or passive free product removal occurring for the free product in this well. Although the amount <br /> j of free product is small the presence of free product has been consistent for almost three years . <br /> Since the amount of free product has not abated by natural degradation, PHS/EHD now requires <br /> that some method of free product removal be initiated to reduce the load of contamination which <br /> is contributing to degradation of the groundwater in this location. <br /> In a letter dated November 9 , 1994 PHS/EHD requested a remediation workplan or an <br /> investigation to determine the remaining mass balance of contamination which was left in the soil <br /> subsequent to the tank removal which occurred on September 9, 1986 . At this time there is no <br /> such workplan proposed . <br /> For the Crystal site to remain in compliance with CCR Article 11 a soil <br /> I <br /> nvestigation/remediation workplan for the remaining contaminated soil from the 1986 tank <br /> removal and a free product removal system for MW- 1 shall be submitted to PHS/EHD by March <br /> 5 , 1995 .
