SITE: 2098
404 W FREMONT ST
STOCKTON CA 95203
San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has reviewed the
March 18, 1994 Problem Assessment Report Workplan and the Monitoring Well Permit Application for the
above referenced site.
The reporting limits for sample results reported as Non Detectable (ND) in groundwater for Benzene,
Toluene, Ethyl Benzene and Xylenes (BTEX) shall be .3 ppb. The reporting limits for sample results reported
as ND in groundwater for total petroleum hydrocarbons as gasoline (TPHg) shall be 50 ppb.
The permit application indicates a grout seal depth of 20 feet. Groundwater was encountered at 18 feet in
1986 in MWl. PHS/EHD recommends perforations begin at 18 feet with 2fe t of sandpack and a 1 foot
bentonite plug above the perforations the final grout will be 15 feet.
The disposal plans for cuttings, development water and purge water are not present in the workplan.
PHS/EHD requests an addendum to the existing workplan to address this issue.
PHS/EHD staff reviewed the June 17, 1992 "Second Phase Subsurface Investigation Report" laboratory
analysis of MW-2 on the Western Pacific Railroad (WPRR) site. At that time, the well was ND for BTEX,
however, proposed additional sampling of this monitoring well may provide valuable data in evaluating the
ground water characteristics beneath the Crystal site.
Permit # 2587 has been issued for installation of 2 monitoring wells and a copy of the permit has been
mailed to WESTEX.
The requested information shall be submitted prior to installation of the wells.
For further information please contact Steven Sasson, Senior R.E.H.S., at (209) 468-3459.
Ernest M.
