Page 13 <br /> The following is a list of the required permits necessaryto <br /> operate and maintain the treatment <br /> system. In addition,the local turnaround time and the responsible agency are shown for each <br /> permit. <br /> Permit Name Turnaround Time Agency <br /> Well Permits 2 weeks SJCPHS <br /> PG&E Service Permit and Hook-up 6 weeks PG&E <br /> Building Permit 3 weeks SPWD <br /> Authority to Construct/Permit to Operate 4 weeks SJWAPCD <br /> Subsequent to the startup of the soil vapor extraction and treatment system, a soil vapor extraction <br /> compliance source test will be performed on the system. The compliance source test is required by <br /> SJVUAPCD as outlined in the Authority to Construct/Pemut to Operate in order to verify <br /> emissions and destruction efficiencies of the soil vapor remediation treatments stern. After <br /> p y <br /> construction is complete and before the remediation equipment is put on line and into operation, we <br /> ;._ will utilize the 10-day start-up period in which we will perform tests and perform other necessary <br /> initial adjustments while operating the equipment. We will provide the District with a 48-hour <br /> V_.1 notice prior to the commencement of the.10-day start-up period. During the 10-day start-up period, <br /> we will perform a compliance source test. The source test will include means to verify the <br /> destruction efficiency of the carbon filters. <br /> r.. During the initial compliance source test,inlet and outlet temperature, flow rates and VOC <br /> E= � concentrations will be measured and recorded at least once every 15 minutes. The duration of the <br /> source test will be a minimum of one(1)hour. At least one set of inlet and outlet soil gas samples <br /> will be collected in 1-liter tedlar bags during the source test. The samples will be labeled and <br /> imnnediately placed an ice chest and submitted under chain-of-custody documentation to a <br /> =1 California certified laboratory for analysis of TPH as gasoline, BTEX and oxygenates using EPA <br /> Method 8260B. The inlet and outlet samples will be collected within 5 minutes of each other. <br /> During the test a PID will be used to measure influent and effluent soil gas concentration to <br /> estimate petroleum hydrocarbon concentrations in the subsurface soil. Results of the compliance <br /> source test and emission verification report will be submitted to the District with a Permit to <br /> INK <br />
