(AGE). The Report
included data gathered during an on-site, combination insitu air sparge (IAS) and soil
vapor extraction (SVE) pilot test that was conducted over a 72-hour period in June 2010.
Based on varied air injection pressures and vacuum rates , and laboratory results from
the air samples and grab groundwater samples collected , AGE concluded that SVE and
IAS would be the feasible remedial technologies for this site. Your consultant
recommended that a corrective action plan (CAP) and a remedial action work plan be
submitted to the EHD .
The EHD has re-reviewed the previously submitted CAP (November 2006) that was
denied on Geotracker and commented on by the EHD in correspondence dated March
8, 2007. Discussions in the 2006 CAP regarding the soil plume extent were limited to
one sentence listing the length, width , and depth of the estimated soil plume and one
volumetric estimate of the amount of contaminated soil remaining (775 cubic yards) .
Missing from the CAP was a discussion of an estimated amount (gallons or pounds) of
petroleum hydrocarbons remaining in the soil , the average concentration of the residual
petroleum hydrocarbons (milligrams per kilogram), and a discussion of the nature and
migratory potential of these contaminants in the soil to impact the shallow groundwater
under this site.
Additionally, only the dimensions of the groundwater plume were provided in the 2006
CAP; there were no estimates of the dissolved mass of petroleum hydrocarbons in the
groundwater plume , or an evaluation of the physical and chemical characteristics of the
contaminants , or an estimated number of gallons (and pounds) of petroleum
hydrocarbons remaining in the groundwater.
