GP-00-7, AND <br /> ZONE RECLASSIFICATION APPLICATION NO, ZR-00-8 OF DOUGLAS & ELSIE WHYTE <br /> (SECOND SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2. Adopt a Motion of Intent to approve General Plan Amendment Application No. GP-00-7 <br /> based on the ability to make the required Basis for General Plan Amendment <br /> (Attachment "A"); and <br /> 3. Adopt a Motion of Intent to approve Zone Reclassification Application No. ZR-00-8 <br /> based on the ability to make the required Bases for Zone Reclassification (Attachmen, <br /> "BIT <br /> BACKGROUND: <br /> This project is a General Plan Amendment to change the Residential Low Density General Plan <br /> designation (R/L) of a 12,650 square foot parcel to Neighborhood Commercial (C/N) and a Zone <br /> Reclassification to change the zoning from Residential Low Density (R-L)to Neighborhood Commercial <br /> (C-N). <br /> In 1992, with the adoption of the 2010 General Plan, the General Plan land use for this site changed <br /> from Neighborhood Commercial to Residential Low Density, and the zoning changed from C-1 to R-L. <br /> It is the property owner's intent to develop the property at some future date in a manner consistent with <br /> the Neighborhood Commercial General Plan and Zoning designations. <br /> The attached Staff Report, considered by the Planning Commission, incorrectly states that the site is <br /> served by a septic system. In fact, the site is connected to City of Stockton public sewer. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission heard this matter at its meeting of September 21, 2000. Elsie Whyte, and Bill <br /> Ord, spoke in favor of the project. Roy Hogart and Barbara Mazzara spoke in opposition. The Planning <br /> Commission voted 7-0 to refer this item to the Board of Supervisors with the above recommendation. <br /> BOS LETTER PAGE 1 <br />
