Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration;
2. Recommend that the Board of Supervisors adopt a motion of intent to approve General
Plan Amendment Application No. GP-00-7 based on the ability to make the required
"Basis for General Plan Amendment;" and
3. Recommend that the Board of Supervisors adopt a motion of intent to approve Zone
Reclassification Application No. ZR-00-8 based on the ability to make the required"Bases
for Zone Reclassification."
Basis for General Plan Amendment
1. The internal consistency of the General Plan is maintained in the adoption of the
Amendment.
• This determination can be made because the site meets the development and
locational criteria of the Neighborhood Commercial General Plan designation.
In addition, the water supply, sewage disposal and drainage requirements are
the same for the proposed General Plan designation of Neighborhood
Commercial as they are for the existing General Plan designation of Low
Density Residential.
Bases for Zone Reclassification
1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and
any applicable Specific Plan.
• This determination can be made because C-N is a consistent implementing zone for the
Neighborhood Commercial (C/N) land use designation.
2. The proposed zone district is reasonable and beneficial at this time.
• This determination can be made because the existing residence can be converted to a
commercial use similar to the way the adjacent residence was converted to a
commercial use.
San Joaquin County
Community Development -7- GP-00-7, ZR-00-8\Whyte
