3. GENERAL PLAN AMENDMENT NO. GP-00-7 AND ZONE RECLASSIFICATION NO.ZR-00-8 <br /> OF DOUGLAS& ELSIE WHYTE(C/O SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT <br /> DEPARTMENT): A General Plan Amendment to change the existing Residential Low Density land <br /> use designation (R/L)to Neighborhood Commercial (C/N), and a Zone Reclassification to change <br /> the existing zone from Residential Low Density(R-L)to Neighborhood Commercial (C-N), on a <br /> 12,650-square-foot parcel. The project site is located on the northeast comer of West Lane and <br /> Fulton Street, northeast Stockton (Supervisorial District 2). <br /> Chandler Martin, Senior Planner, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Elsie Whyte (10883 E. Baker, Stockton) said this project will not have a negative impact on the <br /> neighborhood with traffic. The change would be consistent with the General Plan. She said the house on <br /> the property has been empty for about six months. <br /> Bill Ord (135 E. Euclid, Stockton) said he manages the property. He said the site has been on city sewer for <br /> 20 years. It has sidewalks, and all driveways are on Wilson Way. They would like to put in a sales, <br /> insurance, or chiropractic's office. There is room to put in parking on the lot. <br /> OPPONENTS: <br /> Roy Hogart said he lives next to the site. There is too much noise and traffic in the neighborhood. That site <br /> used to be a car lot. He is afraid of what will be put in there. There are a lot of old people and children in <br /> the neighborhood. <br /> Barbara Mazzara said someone should come into their neighborhood and look at the traffic problems. <br /> Pao;!e cut thro!�gn their neighborhood at high speeds. There have been no renters at that house because <br /> the front door is three feet from the sidewalk. There are a lot of retired people in the neighborhood. There <br /> are a number of homes in the area. It is very hard to get in or out of their neighborhood during peak traffic <br /> hours. <br /> REBUTTAL: <br /> No rebuttal was offered. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Eley asked what could be put into a neighborhood commercial area. <br /> Kent'Sullivan, Deputy Director, said such uses would include administrative and professional offices, a <br /> parking lot or auto cleaning, a day care center, eating establishments, cultural or educational services, gas <br /> sales, liquor sales, medical services, retail nursery, large or small agricultural store, indoor recreation, <br /> neighborhood religious assembly. Whatever goes in would have to meet parking and service requirements. <br /> Commissioner Mom said there would be no room left for many of those uses if they had to put in parking <br /> and other requirements. <br /> Commissioner Solari asked about the sewer connection. The applicant says they have sewer, but the City <br /> has said they will not provide sewer. <br /> Bill Ord provided the Commissioners with a copy of his sewer bill from the City. <br /> PC MINUTES _5_ PC: 9-21-00 <br />
