The accepted method of termination is nonrenewal. Other <br /> options may include cancellation or easement exchange. <br /> The County should also be aware that Government Code section 51250 (AB 1492 <br /> Laird, Chapter 694) defines a material breach of contract and provides substantial <br /> penalty involving a commercial, industrial or residential structure or structures, including <br /> related improvements, not allowed by the Act or the contract, local uniform rules or <br /> ordinances consistent with the provisions of the Act, and not related to an agricultural or <br /> compatible use. While it is the County's responsibility to enforce the sanctions <br /> contained in Government Code section 51250, the Department is also empowered to <br /> take actions against breaches of contract. <br /> CEQA <br /> The application appears to be a project as defined by CEQA, in particular because of its <br /> potential termination of a Williamson Act contract and loss of agricultural land.
