Mr. <br /> Cadrett will return from vacation on July 29, 2004. San Joaquin County should continue to send notices <br /> and requests for comments to the District's North Office. <br /> The entire San Joaquin Valley Air basin is classified non-attainment for ozone and fine particulate matter <br /> (PM10). This project would contribute to the overall decline in air quality due to increased traffic and <br /> ongoing operational emissions. Although this project alone would not generate significant air emissions, <br /> the increase in emissions from this project, and others like it, cumulatively reduce the air quality in the San <br /> Joaquin Valley. A concerted effort should be made to reduce project-related emissions as outlined below: <br /> Based on the information provided, the proposed project will be subject to the following District rules. The <br /> following items are rules that have been adopted by the District to reduce emissions throughout the San <br /> Joaquin Valley, and are required. Current District rules can be found at— <br /> http://www.valleyair.org/rules/1 ruleslist.htm. <br /> District Rules 4901 (Wood Burning Fireplaces and Wood Burning Heaters) and District Rule 4902 <br /> (Residential Water Heaters) to limit the emissions of PM10 and NOx in residential developments. <br /> Please note that on July 17, 2003, amendments to Rule 4901 were adopted by the District's <br /> Governing Board. Amendments to the rule may affect future construction plans for residential <br /> developments. Specifically: <br /> §5.3 Limitations on Wood Burning Fireplaces or Wood Burning Heaters in New Residential Developments. <br /> Beginning January 1,2004, <br /> 5.3.1 No person shall install a wood burning fireplace in a new residential development with a <br /> density greater than two(2)dwelling units per acre. <br /> 5.3.2 No person shall install more than two (2) EPA Phase 11 Certified wood burning heaters per <br /> acre in any new residential development with a density equal to or greater than three (3) dwelling <br /> units per acre. <br /> 5.3.3 No person shall install more than one (1) wood burning fireplace or wood burning heater per <br /> dwelling unit in any new residential development with a density equal to or less than two (2) <br /> dwelling units per acre. <br /> More information about Rule 4901 can be found at our website- www.valleVair.org.
