L � � <br /> LHEALTH AND SAFETY PLAN <br /> L This Health and Safety Plan(HSP)was prepared in accordance with 29 CFR 1910(Code of Federal <br /> Regulations)and will be implemented during the field investigation described in this work plan. All field <br /> personnel working on the project will be 40-hour HAZWOPR-trained (Hazardous Waste Site Operations). <br /> LThe requirements, specifications, and procedures presented in this HSP will apply to all personnel on site <br /> including employees, contractors, and subcontractors, site visitors, and.regulatory agency personnel. <br /> LKey Personnel <br /> L A Safety Officer will provide necessary training to site personnel in the use of safety equipment and <br /> personal protection equipment. The Safety Officer will manage an on-site monitoring program, if <br /> implemented. The Safety Officer will have the authority to deny access to any individual without the <br /> proper training, medical release, or protective equipment required for the site conditions or to those <br /> individuals disregarding safety procedures. The Safety Officer assigned for this project is John Woodruff, <br /> LPG&E Geologist(925.866.5883). <br /> LHazard Analysis <br /> This hazard analysis addresses potential hazards during the proposed Direct Push soil probing. <br /> L Anticipated hazards include: (1)the potential for physical injury while working near the DP rig, (2) <br /> Lvehicular traffic, (3)underground utilities, (4)exposure of skin to potentially contaminated soil or <br /> groundwater, and (5)inhalation of dangerous vapors or gases from potentially contaminated soil or <br /> Lgroundwater. It is planned to minimize these hazards by using well maintained equipment, using safe <br /> work practices, locating underground utilities prior to subsurface exploration, using traffic controls where <br /> L needed,wearing protective clothing if needed,wearing protective gloves if needed, and wearing . <br /> respiratory protective devices if needed. If warranted, a photoionization detector(PID)will be used to <br /> conduct on-site air monitoring. <br /> LThe Safety Officer will establish an exclusion zone around the work area. Restricted activities inside the <br /> L exclusion zone may be allowed depending on the results of field measurements taken or ongoing hazard <br /> assessments during the course of the activities. Access within this zone will be limited to project <br /> personnel. The Safety Officer will establish evacuation routes for possible emergencies. <br /> LPersonal Protective Equipment <br /> LA minimum of US EPA Level D protection may be required within the exclusion zone for any workers <br /> engaged in sample collection. Level D will include the following protection. <br /> 1. Hardhat,when head protection is considered necessary. <br /> 2.
