Stan] S . Moore Pg. 2
(2)
A second and totally separate disposal system described as
"Contaminated Sewage Holding Tank System" will also be installed.
The system will have entirely separate piping and be directly
connected to all fixtures or basins in which Formaldahyde and
any derivative or other chemicals of the same type and being
used. Said piping will terminate specifically in the
"Contaminated Sewage Holding Tank" . In order to define more
completely the intent as to the separation of this system
from the Septic system it will be noted that all floor drains
in any area involving chemicals , basins or fixtures will also
connect to"Contaminated Holding Tank" .
(a) Holding tank will be underground to eliminate possibility
of back-up thru pump failure .
(b) Tanks will be double walled to comply with laws regarding
even most hazardous material.
(c) Capacity will be 3000 gallons even though projections
by Fish & Game Management for production of this waste
range from 600 gal. to a maximum of 1500 gal. per month .
(d) This sewage with an average of less than 1: 300 particles
of Formalin will be transported to the Stockton City
Treatment Plant . Our only restrictions are that we
cannot submit to City Treatment Plant any material that
would not be regularly accepted into the Stockton Sewage
System. We are told that this does allow us to submit
our Holding Tank material.
In summary, by hauling 7 loads per year @ 2600 gal. per load
we will deliver the maximum estimated affluent of 1500 gal.
per mo. and accomplish every advantage of having City Sewer
available .
The remaining question your office had, as suggested by you,
was the one of whether there was any infringement on
"Commercial Zoning" . We sincerely feel that"Fish & Game"
operation can only be known as an "Office Operation" which
is first shown by the great preponderance of office space on
the plans .
The plans do have small areas marked "Repairs" and also
"Laboratories" certainly "Repairs" would make you think of
Automotive or Machinery but in the case of Fish & Game it is
a few big "Fish Nets" or something similar laid out in a lot
of floor space . Similarly "Laboratories" in the strict use
of the word is so severe that you immediately think of Dupont
and Love Canal. An actual list and total amount of the
chemicals used in the Fish & Game operation are shown on a list
marked Exhibit "A" and attached hereto . The total for one year
is amazingly low - not a fraction of what a small paint or
hardware store would sell in one year. Actually the Formalin
shown on Exhibit "A" is only 37% Formaldahyde and the Formalin
in turn is normally diluted 1: 100up to 1: 300 .
