Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration; and
2. Approve Major Subdivision No. PA-0400667 with the Findings and Conditions of Approval
contained in the staff report.
Findings
1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific
Plan, and Special Purpose Plan and any other applicable plan adopted by the County.
• This finding can be made because the R/L (Low Density Residential) General Plan
designation and R-L (Low Density Residential) zone permit the subdivision as proposed.
The project complies with the General Plan density requirements for the R-L zone (2-6
dwelling units/gross acre). There are no Master Plans, or Specific Plans in the project
vicinity. The Woodbridge Design Guidelines Special Purpose Plan is applicable only in the
Central Commercial District of downtown Woodbridge.
2. The design or improvement of the proposed subdivision is consistent with the General Plan and any
applicable Specific Plan or Special Purpose Plan.
• This finding can be made because the design and improvements of the proposed
subdivision are consistent with the standards contained in the General Plan as reflected
on the Tentative Map. Each parcel will be served by public wastewater treatment through
the Woodbridge Sanitary District, and public water service and public stormwater drainage
through the Mokelumne Acres Maintenance District. There are no Specific Plans in the
project vicinity. The Woodbridge Design Guidelines Special Purpose Plan is applicable
only in the Central Commercial District of downtown Woodbridge.
3. The site is physically suitable for the type of development proposed.
• This finding can be made because the site is physically suitable for the type of
development proposed because the parcel is relatively level. A portion of the project site
along the eastern property line is designated as being in the 100-year flood zone. The
Department of Public Works has required, as a Condition of Approval, that the final parcel
map delineate the 100-year floodplain limits and elevations. Any future development along
the eastern property line shall comply with Development Title Section 9-1605 of Flood
Hazards.
4. The site is physically suitable for the proposed density of development.
• This finding can be made because the Tentative Map is consistent with the General Plan
density requirements of 2-6 dwelling units per gross acre in the R/L General Plan
designation. The minimum 6,000 square-foot parcels are suitable for the proposed public
sewer service, public water service, and public stormwater service.
San Joaquin County PA-0400667\Nordman, et al
Community Development Page 5
