1.0 SUMMARY d1b 116 <br /> On October 15, 2004, Environmental Safety Services (ESS) conducted a Phase I <br /> Environmental Assessment, of the property located in Woodbridge, California identified as <br /> a the southern portion of San Joaquin County Assessors Map 015-020-61. The following <br /> summarizes the independent conclusions representing Environmental Safety Services(ESS) <br /> best professional judgment based on information and data available to me during this <br /> assignment. Information regarding operations, conditions, and other data provided by the <br /> client, owner or their representative. has- been assumed to be correct and complete. <br /> Additionally, the conclusions presented are based on the conditions that existed on the date <br /> of the assessment. <br /> Based on the results of the Phase I Environmental Assessment, I conclude that in the areas <br /> observed the subject property is not involved in the generation,treatment,storage or disposal <br /> of hazardous waste. <br /> Based on the fact that the site is currently open agricultural land and on-site observations, <br /> the site does not contain: <br /> Asbestos-containing materials <br /> Urea formaldehyde foam insulation <br /> Radon gas <br /> Underground storage tanks. <br /> Transformers with dielectric fluids <br /> The review of the regulatory agency data available for the project and the general area of the <br /> subject property concluded that the site is not on any of the data bases and that none of the <br /> sites listed are anticipated to have an impact on the subject property. In addition, the review <br /> does not suggest that the subject property is currently or has been involved in the generation, <br /> treatment, storage or disposal of hazardous waste. <br /> The review of the historical data available for the site shows that the site is currently vacant <br /> land zoned agricultural (AG40). Residential development is adjacent to the south of the <br /> proposed eleven (11) acre re-zoning. The aerial photograph from 1993 shows grape vines <br /> on the site. The July 1,1976 USGS topographical map shows the site and the surrounding <br /> areas planted in vineyard or orchard. <br /> The site is served water and sewer from the city of Woodbridge. PG&E provides natural gas <br /> and electrical power to the area and has replaced transformers containing levels of <br /> polychlorinated biphenyls (PCB)in excess of fifty parts per million(50 ppm) in accordance <br /> with federal law or installs new non-PCB transformers in new developments. <br /> 3 <br />
