2.0 INTRODUC <br /> 2.1 Purpose <br /> The purpose of this site assessment is to evaluate and classify the environmental concerns <br /> associated with the development of the site into a residential subdivision. Currently a <br /> request to re-zone the property from agriculture (AG-40) to residential (R-L) is being <br /> processed. The San Joaquin County Assessors current use code (005) indicates a vacant <br /> residential subdivision site. This report ("Phase I Environmental Assessment") is limited to <br /> providing J. JefferyKirst and Tokay Development, Inc. and/or their assigns, an assessment <br /> concerning environmental conditions(limited to those issues identified in the report),as they <br /> currently exist at the site. <br /> The assessment was conducted utilizing generally accepted Phase I ASTM industry <br /> standards. The scope of work included an evaluation of: <br /> • Site background and historical <br /> From reviewing the aerial photographs from 1993 the site was in agricultural <br /> production. The site was agricultural for over 50 years prior to development <br /> in the area. Residential development to the south and east of the site has beer <br /> happening for the past several years. Most of the adjacent parcels to the north <br /> and west of the site are in the Williamson Act which is a property tax <br /> reduction program for agricultural preservation. <br /> • Physical characteristics of the site <br /> The site is consists of a proposed eleven (11) acre re-zoned portion of a <br /> (----`f9.670 acre undeveloped agricultural parcel(APN: 015-020-61). The parcel <br /> has been in vineyard until after 1993. The land is level at an elevation of <br /> about 35 feet. <br /> • Current site conditions including compliance with applicable regulations as <br /> they pertain to the presence or absence of <br /> Asbestos-containing materials(ACM) <br /> Urea formaldehyde foam insulation <br /> Lead paint <br /> Radon gas <br /> Facility storage tanks (above or below ground) <br /> Transformers or other electrical equipment that uses dielectric <br /> fluid <br /> 4 <br />
