March 25, 2005 <br /> NOA Project Number: E05003A <br /> It should be noted that when an environmental assessment is completed without sample collection and <br /> quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific <br /> certainty can be made regarding latent subsurface conditions which may be the result of on-site or off- <br /> site sources. The findings and conclusions of this report are not scientific certainties, but rather, <br /> probabilities based on professional judgement concerning the significance of the data gathered during <br /> the course of this investigation. NOA is not able to represent that the site or adjoining land contains <br /> no hazardous waste,oil,underground storage tanks,or other latent condition beyond that detected or <br /> observed by NOA during the Surface and Subsurface assessment. The possibility always exists for <br /> contaminants to migrate through surface water,air,or groundwater. <br /> The ground surface was wet from recent rains at the time of the site visit, and the majority of the <br /> property was covered in seasonal vegetation. Consequently,soil staining present on the property may <br /> not have been detectable. <br /> Our office has not been provided with specific criteria for the development of this report other than <br /> a request to evaluate the property in question for possible problems related to toxic or hazardous agents, <br /> nor have we been directed to address any specific questions concerning the site.
