Lewis : <br /> This letter, prepared by SECOR International Incorporated (SECOR) on behalf of ST <br /> Services (ST Services) , documents the release of diesel from an aboveground storage <br /> tank (AST) . A work plan is included as part of this letter to conduct a soil boring <br /> assessment in the area of the AST fuel release at the subject site (Figures 1 and 2) . <br /> Presented below is a brief discussion of the site background, a report of the AST fuel <br /> releases , the plan for the proposed assessment, and a schedule of proposed assessment <br /> activities . The proposed scope of work involves the advancing of Geoprobe° soil <br /> borings to assess the extent of fuel-saturated soil adjacent to the area of the AST fuel <br /> release . <br /> SITE BACKGROUND <br /> The site is located within the terminal lease area of the Port of Stockton . The terminal <br /> lease area is generally contained in a triangular plot of land that contains the fuel <br /> distribution terminals and associated pipeline facilities . The terminal lease area is <br /> bounded to the north by West Washington Street, to the west by Navy Drive, and to the <br /> east by Stork Road. The northern part of the site has been used for fuel distribution <br /> since the 1940 ' s and was expanded during the 1950 ' s and 1960 ' s . Four active fuel <br /> distribution terminals are located within the terminal lease area. Arco , Tesoro , and ST <br /> Services are currently operating terminals while the fourth (Time Oil) terminal ceased <br /> operations in 1996 . ST Services is currently utilizing the former Time Oil facility. <br /> AST SPILL REPORT <br /> On June 7 , 2002, at 2 : 00 a. m . , an ST Services Terminal employee was receiving a <br /> pipeline delivery of diesel fuel to AST # 1503 . The employee misestimated the <br /> remaining capacity of the AST resulting in a release of diesel fuel . The spill is <br /> 3017 Kilgore Road, Suite 100, Rancho Cordova .
