Before proposing further <br /> site assessment activities, we would appreciate your considera- <br /> tion of our technical responses to- your comments: <br /> A._ Assessment of the soil boring data pursuant to the LUFT <br /> Manual "General Risk Appraisal for Protection of Water Quali- <br /> ty" (March, 1989.) indicates that constituent concentrations <br /> -are below acceptable levels for BTEX (3, 200, 800, 600 ppm, <br /> respectively) . . This analysis is based on a mean annual <br /> precipitation in Stockton of 14.04 inches (U.S. Department of <br /> Commerce,.,- -National Weather Service) and depth to water be- <br />. . . ,__ _. _ .. <br /> tween� 60-and 70 feet below grade (San Joaquin County Flood <br /> Control and Water Conservation District, Spring, 1990) . <br /> B Unfortunately no records are available on the disposal of <br /> - excavated -material from the original tank removal. It is the <br /> - recollection - of Carnation personnel that the material was <br /> aerated on site and either hauled to a Class III landfill or <br /> replaced in the. excavation. Even if the material was re- <br /> placed in the excavation with no appreciable reduction in <br /> concentrations, the levels from the original tank removal are <br /> .below acceptable concentrations pursuant to LUFT Manual <br /> General Risk Appraisal procedures. <br /> C. Considering the findings of the Problem Assessment Report and <br /> the technical issues addressed above, we maintain that a <br /> groundwater, investigation is not necessary at this site and a <br /> formal site closure should be granted. <br /> 1710 MAIN STREET .
