STATEMENT OF QUALIFICATIONS <br /> FOR <br /> SARGEANT .J. GREEN <br /> I am journey level natural resources scientist with over 15 years <br /> of experience in environmental matters. My special expertise is <br /> in soil and water quality as well as waste management . I am a <br /> recognized authority on subsurface agricultural drainage and its <br /> attendant management problems . I spent 14 years with the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) in <br /> Sacramento and Fresno, the last six as a senior staff person in <br /> charge of a technical group involved in hazardous waste sites , <br /> superfund sites , agricultural drainage disposal systems and <br /> various other waste management problems in the southern San <br /> Joaquin Valley. I have been in private practice for three years <br /> performing related work. The following is a brief summary of my <br /> work history. <br /> Dec. 1972 - Aug. 1975; Full time employee of the <br /> Central Valley Regional Water Quality Control Board <br /> Sacramento. Staff specialist on agricultural water quality <br /> and waste disposal . <br /> Aug. 1975 - Dec. 1986: CVRWQCB - Fresno. Full time <br /> journey level and senior management/supervisor responsible <br /> for agricultural discharges , hazardous waste sites , <br /> oilfields and water quality planning activities for the area <br /> under the office's jurisdiction. <br /> Jan. 1987 - present : Soils, water quality and <br /> environmental compliance specialist with a small consulting <br /> firm headquartered in Visalia, CA. <br /> summary of Major Environmental Work <br /> Some of the more notable activities I have been involved in the <br /> last five years include the following; <br /> 1 . I outlined, supervised development and presented <br /> for evaluation, the waste discharge permit for the Kettleman <br /> Hills , Class I hazardous wastes facility. <br /> 2 . I did the same for Petroleum Waste Inc , <br /> Buttonwillow. <br /> 3 . I conducted the initial water quality investigation <br /> at Kesterson Reservoir, Merced County, which received <br /> national attention as the result of the selenium toxicity to <br /> wildlife. <br />
