Geological Teclrxics Inc.
Soil&Groundwater W.P. Page 2
Project No.989.2
March 29,2004
On August 15, 2000, three (3) additional groundwater-monitoring wells were installed at the
i... site. Details of the work are discussed in William J. Hunter & Associates report: Interim
Report Covering Results of Site Investigation; Placement of Soil/Water Probes &
Groundwater Monitoring Results Valley Wholesale Drug Co. —October, 2000.
`! On October 5, 2001, Mr. Jeffrey Wong of San Joaquin PHS/EHD issued a directive
requiring that a work plan be developed that will define the extent of the contamination
plume.
Lo
On October 5, 2001, Paul Souva of Valley Wholesale Drug Company, Inc. (VWDC),
received a directive from Jeffrey Wong, Senior REHS of the San Joaquin County
Department of Public Health Services Environmental Health Division (SJCPHS-EHD). The
letter required VWDC to define the extent of the contamination plume and submit a work
plan to SJCPHS-EHD by November 20, 2001.
On November 1, 2001, Geological Technics requested an extension for the work plan
submittal. On November 5, 2001, Mr. Wong granted the extension to December 5, 2001.
... The work plan was submitted on November 21, 2001 and was approved by Mr. Wong in a
letter dated February 27, 2002. Geological Technics Inc. began implementing the work
outlined in the work plan in July 2002.
On December 18, 2003, GTI prepared and submitted a Site Conceptual Model requesting
the Valley Wholesale site be considered for closure. In a Ietter dated March 12, 2004, Mr.
Wong, SJCPHS-EHD, stated that the request for closure was denied. Mr. Wong stated that
L. the lateral extent of the MtBE contamination in groundwater must be defined before closure
of the site can be considered. He-requested that a work plan for defining the extent of the
groundwater contamination be submitted to EHD by April 30, 2004.
t..
In a phone conversation with Jenny Weese, GTI, Mr. Wong stated that a GeoProbe
investigation would be sufficient to define the zero line of the MtBE contamination in
groundwater. The following work plan addresses this issue.
2.0 PROPOSED INVESTIGATION
To further investigate the lateral extent of soil and groundwater impacted with gasoline
range petroleum hydrocarbons, Geological Technics Inc. proposes that eight (8) GeoProbe
LM boreholes are advanced to a depth of 10 feet. GTI proposes collecting a soil sample from
the capillary fringe and collecting a hydropunch type groundwater sample from each
borehole.
L' Soil boring permits will be secured as necessary and the local regulatory agency will be
notified 48 hours prior to commencing work. The subsurface will be cleared of
underground utilities by notifying Underground. Service Alert.
2.1 GeoProbe/Hydropunch Survey
Eight (8) GeoProbe boreholes are proposed for the site. They will be located as proposed
on the Site Map (Figure 2).
