I <br /> discussed the scope of work with Paul Souva of Valley Wholesale <br /> Drug Co All vehicles had been removed from the work area, and <br /> ' it was decided that removed spoil would be placed at the <br /> southeast edge of the property where it would be shielded from <br /> street traffic by vegetation. Jamie Thorpe of Jim Thorpe Oil, <br /> ' Inc. , arrived at 0935 & unloaded a backhoe & laid plastic for <br /> storing spoil. Margaret Lagorio, Sr. REHS of the San Joaquin <br /> County EHD, arrived at 0950 to observe activities. After <br /> ' discussing the workplan & sampling times, she left for other <br /> sites. <br /> Work began by removing the fill which had been returned to the <br /> ' hole after removal of the UST' s. The backhoe operator placed the <br /> removed soil on the asphalt adjacent to the work area, when the <br /> pile became too large, the material was moved to the south end of <br /> ' the property & placed on the plastic which had been previously <br /> spread in the area. The previously located 8" pipe at the east <br /> side of the excavation was again uncovered. It was originally <br /> thought to be an active water line owned by California Water <br /> Service, but that line was actually about 6' east of the <br /> excavation The origin & use of the 8' line is unkown, but is <br /> apparently no Longer in service. It' s location in reference to <br /> the excavation is shown onLAS-. TE VI <br /> As excavation continued, obvious odor & discolored soil was <br /> ' encountered at about 10' below grade on the north and south sides � <br /> of the hole. There was some visible free product in a few areas, <br /> with a very faint odor. As work continued, an old buried trash <br /> ' dump was uncovered on the north & east sides of the pit which <br /> extended to a depth of about 4' below grade. It' s approximate <br /> location is shown on PLAT-E--V1- Soils below that material <br /> consisted of clays & silty clays, with some sandy clays. No <br /> ' apparent bedding was noted, and the contamination appeared to be <br /> more concentrated in the sandier portions. <br /> ' Because of the 8" line on the east, utility lines on the north, & <br /> restricted working space in the other directions, the dimensions <br /> of the final excavation was 16' (N-S, ) by 18' (E-W ) Due to those <br /> constraints, the maximum depth was about 15' below grade at the <br /> ' west end of the pit. Groundwater began to enter the hole at <br /> about 1.4' as shown on PLATE VI. It had a slight film, but no <br /> apparent "color" or rainbow. There was evidence of contamination <br /> ' on both the north & south walls, and portions of the bottom, but <br /> due to space constraints mentioned earlier, it was not possible <br /> to enlarge the excavation to remove additional material. <br /> Margaret Lagorio of the San Joaquin County EHD returned to the <br /> site at about 1430 hours_ After discussing the situation with <br /> Mr Hunter & the backhoe operator, it was decided that further <br /> excavation was not feasible.
