Fremont Street RO#: 00428 <br /> Stockton, CA. 95205 CUF#: 14862 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the quarterly <br /> groundwater monitoring reports for the third and fourth quarters of 2007, which were received <br /> on Geotracker and has the following comments. <br /> Recommendations and conclusions included in both reports stated that "ground water <br /> hydrocarbon impacts have been vertically and laterally delineated" and 'the 9,2-DCA plume <br /> appears to be stationary and decreasing in size". The EHD cannot agree with your findings and <br /> requires additional investigation. <br /> Groundwater samples collected on August 27, 2007 (3rd quarter) and November 28, 2007 (4tr' <br /> quarter) continue to contain 1,2-DCA at concentrations that do not qualify this site for a "no <br /> further action" status as your report concluded. The EHD reiterates its findings that your "no <br /> further action" request is denied. <br /> Based on ground water flow directions, the EHD has determined that the 1,2-DCA plume is not <br /> adequately defined to the south and southwest, and you are directed to complete the plume <br /> delineation in those directions. The EHD recommends that grab ground water samples be <br /> collected from the sand unit at approximately 55 feet below ground surface in those directions to <br /> continue the required lateral investigation. A work plan for this investigation is due for submittal <br /> to Geotracker by March 31, 2008, for the EHD to review. <br /> After the data from these grab groundwater samples have been collected and the report of <br /> findings submitted to Geotracker, the EHD will evaluate the need for additional investigation. <br /> Please include a technical explanation in this report for the abrupt `clean up' of 1,2-DCA seen in <br /> MW-3 during 2006. The explanation should include discussion of the flow direction, ground <br /> water elevation, dissolved oxygen concentrations, and other pertinent information to support <br /> your conclusions. <br /> If ground water data from MW-4 through MW-8 continue to remain stable, the EHD can approve <br /> a reduction of the sampling of these wells to an annual basis, unless data from MW-1 through <br /> 2285 Fremont QMR CML 2-4-07.doc <br />
