<br /> Pending Case Closure for Leaking Underground Storage Tank Site
<br /> Conestoga-Rovers&Associates(CRA),on behalf of the San Joaquin County Environmental Health Department(SJCEHD),invites public
<br /> comment regarding consideration by the SJCEHD to grant regulatory closure for the leaking underground storage tank(LUST)case at
<br /> the subject site(Site)identified below:
<br /> SUBJECT SITE:

<br /> PUBLIC COMMENT PERIOD: 60 Days—August 11—October 10,2014
<br /> CASE SUMMARY:
<br /> The SJCEHD,in cooperation with the property owner,Schal Oil,LLC,the responsible party,Equilon Enterprises LLC dba Shell Oil
<br /> Products US(Shell),and the environmental consultant,CRA,have evaluated soil and groundwater conditions,and potential health
<br /> concerns at the subject Site resulting from historical unauthorized releases of gasoline from an underground storage tank(UST)system
<br /> and from fueling operations. The unauthorized release from the UST system was discovered in April 1996 when the USTs,product
<br /> piping and fuel dispensers were replaced. At the current time there is an active UST system at the site.
<br /> From 1996 through June 2013,soil and groundwater samples were collected at the Site to characterize the extent of petroleum-
<br /> hydrocarbon-related impacts from the UST system. In May 1987,one 350-gallon waste oil UST was removed from this Site. In April
<br /> 1996,the first generation UST system,consisting of two 5,000-gallon gasoline USTs,two 8,000-gallon gasoline USTs,and associated
<br /> piping were removed and replaced. During these activities,approximately 1,000 cubic yards of petroleum-hydrocarbon-impacted soil
<br /> were removed from the Site. In March and April 2004,approximately 6,500 gallons of petroleum-hydrocarbon-Impacted groundwater
<br /> were removed from the subsurface during an interim groundwater extraction event to remove 1,2-dichloroethane. In April 2005,the
<br /> second generation UST system,consisting of two 15,000-gallon gasoline and one 550-gallon waste oil UST,four product dispensers,
<br /> and product piping were removed and replaced. During these activities,approximately 103 tons of petroleum-hydrocarbon-impacted
<br /> soil and pea gravel were removed. Petroleum-hydrocarbon-impacted soil does not appear to extend off-site;petroleum-hydrocarbon-
<br /> impacted groundwater extends at least 50 feet off-site toward the east,but is decreasing in size and mass.
<br /> CRA estimates the residual mass of total petroleum hydrocarbons as gasoline(TPH-g)to be approximately 833 pounds in soil and 9.5
<br /> pounds in groundwater. The mass of petroleum hydrocarbon contaminants has decreased significantly because of cleanup activities
<br /> performed by Shell,as well as natural processes that continue to break down the chemicals in soil and groundwater. Petroleum-
<br /> hydrocarbon-impacted groundwater is predicted to achieve water quality goals in approximately 100 to 200 years.
<br /> Potential negative effects of the residual contaminants on human health and the environment were evaluated by CRA and found to be
<br /> negligible. On the basis of groundwater monitoring and previous and current investigations,and the recommendation of CRA,the
<br /> SJCEHD has concluded that the Site conditions are protective of the environment and of human health for current and future Site use
<br /> and for adjacent off-site areas.
<br /> After receipt of notification that all case closure activities have been completed,the SJCEHD anticipates issuing a No Further Action
<br /> Required letter for the subject Site.
