19449 Riverside Drive,Suite 230,Sonoma,California 95476 <br /> Telephone: (707)935850 Fax: (707)935-6649 <br /> www.CRAworld.com <br /> CONESTOGA-ROVERS <br /> &ASSOCIATES <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Conestoga-Rovers&Associates,on behalf of the San Joaquin County Environmental Health Department(SJCEHD),invites public <br /> comment regarding consideration by the SJCEHD to grant regulatory closure for the leaking underground storage tank(LUST) <br /> case at the subject site(Site)identified below: <br /> SUBJECT SITE: <br /> Site Name: Shell-Branded Service Station GeoTracker Global ID No.70607700736 <br /> Site Address:2494 East Fremont Street,Stockton SJCEHD Site Code:506171 <br /> PUBLIC COMMENT PERIOD: 60 Days—July? —September?2014 <br /> CASE SUMMARY: <br /> The SJCEHD,in cooperation with the property owner,Sohal Oil,LLC,the responsible party,Equilon Enterprises LLC dba Shell Oil <br /> Products US(Shell),and the environmental consultant,Conestoga-Rovers&Associates,have evaluated soil and groundwater <br /> conditions,and potential health concerns at the subject Site resulting from historical unauthorized releases of gasoline from an <br /> underground storage tank(UST)system and from fueling operations. The unauthorized release from the UST system was <br /> discovered in April 1996 when the USTs,product piping and fuel dispensers were replaced. At the current time there is an <br /> active UST system at the site. <br /> From 1996 through June 2013,soil and groundwater samples were collected at the Site to characterize the extent of <br /> petroleum-hydrocarbon-related impacts from the UST system. In May 1987,one 350-gallon waste oil UST was removed from <br /> this Site. In April 1996,the first generation UST system,consisting of two 5,000-gallon gasoline USTs,two 8,000-gallon gasoline <br /> USTs,and associated piping were removed and replaced. During these activities,approximately 1,000 cubic yards of <br /> petroleum-hydrocarbon-impacted soil was removed from the Site. In Marchand April 2004,approximately 6,500 gallons of <br /> petroleum-hydrocarbon-impacted groundwater was removed from the subsurface during an interim groundwater extraction <br /> event to remove 1,2-dichloroethane. In April 2005,the second generation UST system,consisting of two 15,000-gallon gasoline <br /> and one 550-gallon waste oil UST,four product dispensers,and product piping were removed and replaced. During these <br /> activities,approximately 103 tons of petroleum-hydrocarbon-impacted soil and pea gravel were removed. Petroleum- <br /> hydrocarbon-impacted soil does not appear to extend off-site;petroleum-hydrocarbon-impacted groundwater extends at least <br /> 50 feet off-site toward the east,but is decreasing in size and mass. <br /> CRA estimates the residual mass of total petroleum hydrocarbons as gasoline(TPH-g)to be approximately 833 pounds in soil <br /> and 9.5 pounds in groundwater. The mass of petroleum hydrocarbon contaminants has decreased significantly because of <br /> cleanup activities performed by Shell,as well as natural processes that continue to break down the chemicals in soil and <br /> groundwater. Petroleum-hydrocarbon-impacted groundwater is predicted to achieve water quality goals in approximately 100 <br /> to 200 years. <br /> Potential negative effects of the residual contaminants on human health and the environment were evaluated by CRA and <br /> found to be negligible. On the basis of groundwater monitoring and previous and current investigations,and the <br /> recommendation of CRA,the SJCEHD has concluded that the Site conditions are protective of the environment and of human <br /> health for current and future Site use and for adjacent off-site areas. <br /> After receipt of notification that all case closure activities have been completed,the SJCEHD anticipates issuing a No Further <br /> Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/.
